In response to COVID-19, the City of Pinole Development Services Department remains open to provide all services by phone, by email, or by appointment, CITY HALL WILL BE CLOSED THROUGH DECEMBER 31, 2020.  All city business will be handled by phone, e-mail, and online.  

The Virtual Plan Counter will be open Monday through Thursday from 8 am to 2 pm by phone (510) 724-8912 or by email building2@ci.pinole.ca.us. If staff is unable to take your call, it is important to leave a message indicating assistance is needed with documentation, information is needed for an application, or there are additional questions.  Please remember to provide the address specific to the inquiry.  A staff member will respond within 2 business days.   

Permit issuance for approved applications requiring plan pick up will occur Monday through Thursday between 8:00 a.m. and 12:00 p.m. Staff will notify the applicant once an application is approved to schedule the appointment.  

All appointments will be made in 30-minute increments commencing at 8:00 a.m.  Please be sure to arrive at the time of the scheduled appointment.  Being on time will ensure staff is able to assist you, otherwise the appointment may need to be rescheduled.  Please be aware, face coverings are required as well as proper social distancing requirements – 6’ separation. 

The Development Services Department has transitioned to electronic submittals.  To assist you with application requirements our
COVID19 Plan Review Submittal Checklist will be helpful.  To complete an electronic submittal, email all required documentation including a building permit application, via email (there is a 25 megabyte maximum for emails; if the submittal exceeds 25 megabytes, please provide a link to allow for downloading of the submittal utilizing services such as Microsoft OneDrive, Drop Box, etc.) with the property address in the subject line to building2@ci.pinole.ca.us.  Payment can be made by utilizing our Credit Card Authorization Form (VISA or MASTERCARD only).  If you would prefer to pay by check, the check can either be mailed to our office.  

Development Services does process business license applications for contractors obtaining permit.  Please email the business license application with your permit application to building2@ci.pinole.ca.us.
