In response to the most current Order of the Health Officer of Contra Costa County:
The City of Pinole Development Services Department remains open to provide all services by phone, by email, or by appointment

The Virtual Plan Counter will be open Monday through Thursday from 8 am to 2 pm by phone (510) 724-8912 or by email building2@ci.pinole.ca.us. If staff is unable to take your call, it is important that you leave a message indicating that you would like an appointment to submit an application, you need information, or you have questions.  A staff member will respond to your message within 2 business days.   

Permit issuance for approved applications will occur Monday through Thursday between 8:00 a.m. and 12:00 p.m. Staff will call you once an application is approved to schedule your appointment. Please be sure you arrive at the time of your scheduled appointment. 

All appointments will be made in 30-minute increments commencing at 8:00 a.m.  Being on time will ensure staff is able to assist you, otherwise your appointment may need to be rescheduled.  Please be aware, face coverings are required as well as proper social distancing requirements – 6’ separation. Verify that you have everything required per our COVID19 Plan Review Submittal Checklist  ready and with you at the time of your appointment.

An in person appointment is not required if applications are submitted electronically. Electronic submittals are encouraged, and can be made by emailing all of the required documentation, building permit application, via email (there is a 25 megabyte maximum or provide a link to allow for downloading of the submittal) to building2@ci.pinole.ca.us.  Verify that you have everything required per our COVID19 Plan Review Submittal Checklist ready at the time of your appointment. Include payment either by check or by Credit Card Authorization Form
