The Pinole General Plan has not been comprehensively updated since 1995. The Governor’s Office of Planning and Research (OPR) recommends that the entire General Plan be reviewed for their appropriateness based on current conditions every eight to ten years.
The City of Pinole embarked on the General Plan Update in the fall of 2006. The main vision identified by the community through these workshops included a sustainable community where the citizens act as stewards for the environment, the economy, and the equality of the community:
Preserving Pinole’s historic past, while maintaining a healthy economy for all members of the community now and in the future.
After several public workshops, the City decided to temporarily halt work on the General Plan in order to study more thoroughly the three main corridors in Pinole: Appian Way, San Pablo Avenue and Pinole Valley Road by preparing a Specific Plan for these important areas.
The Specific Plan will take the vision heard in the General Plan workshops and focus on these three main corridors. The Specific Plan process began in the fall of 2007 and continued through 2008. The draft Specific Plans for the San Pablo Ave., Pinole Valley Rd. and Appian Way corridors can be found by clicking the "Documents" link in the upper left corner of this page.
