The City of Pinole's Residential Rehabilitation Program was
created in 1995 to assist Property Owners in maintaining, preserving
and improving the housing stock in the City of Pinole. The program
offers a variety of grants and loan packages that allow Property Owners
to finance much needed improvements to single family homes. The
Residential Rehabilitation Program is funded by the City of Pinole's
Redevelopment Agency.

The Agency uses the following criteria to determine program eligibility:
- Income: The annual gross household income of the applicant
may not exceed the income limits established for the program.
- Location: The subject property must be in the eligible area (click for map).
The annual gross household income for 2010 can not exceed:
Residential Rehabilitation Loan. The loan provides funding for general home repairs. The loan term is fifteen (15) years with a yearly interest rate of two percent (2%). The maximum loan amount is $30,000 and the property must be owner-occupied.
Eligible senior citizens (at least 60 years old) may request to defer payments until the sale or transfer of the subject property.
Emergency Repair Grant. The grant provides funding to repair conditions that adversely affect the health and/or safety of the homeowner, the maximum grant amount is $2,500.
Exterior Paint/Clean-up Grant. A maximum $2,000 grant is awarded to eligible homeowners for exterior painting & yard clean-up (not due to negligence).
Seismic Retrofit Grant. The grant provides homeowners with a maximum of $8,000 to retrofit the existing foundation.
- Repairs/improvements to mechanical, heating, plumbing, structural, and electrical systems
- Exterior painting
- Improvements to building security
- Termite damage repair
- Drainage improvements
- Yard clean-up
- Repairs or replacement of roofing and fencing
- Improvements and modifications for physically disabled persons
- Insulation
- Exterior work which will improve overall neighborhood appearance
- Additions/upgrades to existing structure or component parts i.e. window upgrades, room additions, etc. (except when severe overcrowding is determined, or to provide access to persons with disabilities)
- Purchase or repair of furnishings
- Air conditioning equipment
- Purchase of land/real property
- Construction/repair of swimming pools or hot tubs
- Each applicant must complete a City of Pinole Residential
Rehabilitation application.*
- Applicants must have adequate equity in their home upon which
the loan may be secured.
- Applicants must provide verification of income to determine
program eligibility.
- Applicants must schedule a courtesy building inspection with
the City of Pinole Building Department to verify needed repairs.
- Each applicant must obtain (3) written estimates/bids for all approved repair work.
* A credit review and property profile is required for all loan applicants.
