Below Market Rate (BMR) Housing Units

The Below Market Rate (BMR) Housing Program is intended to increase the supply of affordable housing for households that have very-low, low, and moderate-incomes. BMR units are sold at an affordable price to provide opportunities for qualifying households as well as first time homebuyers to own quality homes in Pinole.

New Affordable Housing Under Construction on Buena Vista

The “Heritage Park Cottages” are three new custom homes, each with quaint design elements and Old Town Pinole/victorian character and distinctive floor plans. Before construction began, the Heritage Park lot was undeveloped, except for the Faria House, which sits on the San Pablo Avenue parcel frontage. The three new homes will front on Buena Vista, and a public trail and orchard will connect San Pablo Avenue and Buena Vista.

The market price for the homes ranges from $300,000 to $340,000; however, the homes will be sold as workforce housing--the prices will be reduced to be affordable to households in the very low, low, and moderate income categories (See the "Maximum Annual Gross Household Income in 2010" chart).

Construction began in December 2009 and is anticipated to be complete in Fall 2010.

First time homebuyer education is a pre-purchase requirement and free classes are available. A class will be held in Pinole in late August, and additional classes are available in Richmond. Call LaToya Carr, CHDC, to register (510) 412-9290 ext. 26.

In 2009, the Agency sold two single-family homes in the "On Maiden Lane" subdivision to qualified moderate-income households. "

Through the Below Market Rate Housing Program, these homes were offered at an affordable price to provide opportunities for moderate-income families as well as first-time homebuyers to own quality homes in Pinole.
