The Finance Department is comprised of the Finance Director, two Accounting Specialists, and an Accounting Technician. These dedicated employees work together as a team to provide efficient financial services to all departments in the City, to provide financial reporting to other government agencies, as well as provide prompt service to the general public in order to further City goals and objectives within general policy guidelines.The Finance Department’s responsibilities include: budget development, financial analysis, debt administration, revenue billing and collection, accounts receivable, accounts payable, cash flow management, payroll processing, employee benefit accounting, record keeping and reporting, business licenses, long range financial planning, preparation of the Comprehensive Annual Financial Report (CAFR), and financial management of the Successor Agency to the Pinole Redevelopment Agency. These duties are accomplished by adhering to generally accepted accounting principles (GAAP).

If you are a utility supplier, per Ordinance 3.26 the City of Pinole has imposed an 8% Utility User Tax on electricity, gas and telephone services that is to be collected by the service supplier and paid to the city. You may download this form to remit to the Finance Department.
