Bus service in the City of Pinole is provided by WestCAT, which operates local fixed routes, Express and transbay routes, and Paratransit within its service area. Five local fixed routes, 16, 17, 18, 19, and C3-Connection serve the Pinole residential and commercial areas. The C3-Connection is an hourly shuttle between the WestCAT service area and Contra Costa College.
The Route JPX is a weekday commute hour express bus service that travels between the bus stops located on Pinole Valley Rd. and Henry Ave. and the El Cerrito del Norte BART Station. It makes timed connections with WestCAT's local Rte. 16 serving Pinole Valley and provides Pinole Valley area residents improved access to BART and with all commute hour Fremont BART trains at the El Cerrito del Norte BART Station.
Express buses are timed to connect to BART trains at El Cerrito del Norte Station. The express Route J serves along San Pablo Avenue and provides service to El Cerrito del Norte BART Station. WestCAT’s Express Route JX is a convenient service operating on Diamond Lanes on I-80, providing a 15-minute ride to El Cerrito del Norte BART Station. WestCAT’s Express Routes JL and JR have stops at Hilltop Mall and at the Richmond Parkway Transit Center (RPTC), respectively. At the RPTC, there are opportunities to connect with both local and AC Transit buses and with Greyhound, providing greater regional accessibility for the residents of Pinole. The WestCAT Lynx, the commuter transbay service to the San Francisco Transbay Terminal that can be accessed at the Hercules Transit Center.

SchoolPool is an established program throughout Contra Costa
that offers a free public bus pass to students who would like
to try using the bus to get to and from their school. Students
must be registered in a public or private K -12 School Located
in Central, East or West Contra Costa. The free public bus ticket
offer is limited to a 20-ride free public bus ticket per student,
per household while supplies last. Free pass program ends October
15, 2005.
